Doctor script bans or labeling

Hello,

I was just wondering if a doctor can put in a person's file that they suspect opioid abuse/pain meds abuse so other doctors refrain from prescribing pain meds? My fiance has been to 5-10 doctors in the last couple years for several different health issues most a direct result of surgeries he is in pain everyday constantly and yet no doctors will prescribe him anything even close to pain medication to at least help him be a bit more comfortable and they won't fix the problems he is having? Is it possible a doctor could've put something in his records to cause this??

Please help.
